Once, one of the two most powerful men in the world (Ronald Reagan was the other), Mikhail Gorbachev is still the President of Soviet Union, the world's biggest country existed in the recent times.
He was never thrown away from the Presidency of Soviet Union and he never stepped down either, hence he can still claim that he is at the helm.
However, unfortunately there is no Soviet Union anymore.........
